Interoperability is simply the ability of blockchains to achieve connectivity between each other such that multiple inter-chain (cross-chain) operations are possible. Essentially, inter-operable connectivity enables developers and end-user to leverage benefits from multiple blockchain networks beyond the base chain they are building atop of or are interacting with. In the current state of the art, this function can be technologically achieved through notary schemes, relay chains, hash-locking or multi-chain weaving.
